In 1929, the philanthropist Tan Kah Kee became the president of Singapore Hokkien Huay Kuan. In 1986, SHHK became one of the seven founding members of the Singapore Federation of Chinese Clan Associations.

- Be at least 21 years of age and a Singapore citizen;
- An ethnic Chinese whose ancestry can be traced to Fujian Province;
- Be of sound mind;
- Must not have been sentenced to imprisonment for more than 1 year and/or imposed a fine exceeding $5,000 for any criminal offence.

According to records, the Hokkiens first immigrated to Malacca in the 15th century, and were known to have established trading networks in the region. As Singapore grew to become a centre of trade and commerce, many Hokkiens moved from Malacca to Singapore in the 1820s to seize the business opportunities.
