When you start up a game of Diablo III, you’ll be able to select the difficulty level you’d like to play on. By default, Normal, Hard, and Expert are available. You’ll unlock Master difficulty when any of your characters completes the game, and Torment difficulty when any of your characters reaches level 60.
What is Master difficulty?
Master is the second highest difficulty setting in Diablo III. It is unlocked for all characters after any character on that account reaches either level 60 or completes Act IV, regardless of whether or not Reaper of Souls is installed. Monsters have 512% health and deal 273% damage compared to Normal difficulty.

At the very least you should play the game on master. Torment 1 would probably be the best option. Not sure how long ago you played D3, but be aware that you level up really fast now, and by Act 3 you should reach level 70 when playing on Torment 1.

Why is Sifu so hard?
The second design principle that makes Sifu seem relentlessly brutal is that the game expects you to learn through failure. This isn’t unique to Sifu, lots of game have this feature. I mean, this concept is bread and butter game design for platformers, but Sifu is explicitly created in a way that expects you to lose.
