The only quest they are related to is Missing in Action, in which they play little to no part. It is possible to free them from Justiciars, after which they will run away.

Is there another way into Northwatch Keep?
The only way for one to gain access to the keep is by force or the use of console commands. The other prisoners can be released by picking Master locks, or flipping the levers in the room. However once freed, they just stand there.
Who are the Northwatch guards?
The Northwatch Guards are Thalmor soldiers that patrol the areas of Northwatch Keep in northwest Skyrim. They guard a captured group of Talos worshippers as well as Thorald Gray-Mane, who was captured in battle.
Where do the Northwatch prisoners go?
The Northwatch Prisoners can be found in the northeastern part of Northwatch Keep. All three are locked inside separate cells and merely function as supposed cell mates when Thorald Gray-Mane spawns in the interrogation chamber as part of the related quest.
What happens to Thorald gray mane?
Thorald aided the Stormcloaks to fight the Empire and disappeared sometime afterwards. Later on, it is discovered that he was captured by the Legion during a skirmish and that the Thalmor later took custody of him. He is held captive in Northwatch Keep.
Does Northwatch keep Respawn?
Northwatch doesn’t respawn. Only time anything new will spawn is if you get the quest to rescue Thorald afterwards, and then only the inside.
What is Northwatch Skyrim?
Northwatch Keep is a fort located to the west-north-west of Solitude, along the northern coastline. It is heavily guarded by Thalmor. This is where Thorald Gray-Mane is being held prisoner, during Missing in Action. There are three other prisoners in cells, these are indifferent to being freed though.
How do you get into house gray-mane?
The house can easily be accessed during the quest “Missing in Action,” as Fralia Gray-Mane invites the Dragonborn over. Due to a glitch, the Dragonborn is able to clip through the area near the window, causing them to “sink” underneath the city.
