Is the Garmin GSC 10 ANT+?

In all of my searching the Garmin GSC-10 is always the cheapest solution for an ANT+ Speed/Cadence sensor that I can find. It comes in most handy for indoor training over the MN winter.

How do I use the Garmin speed sensor 2?
