The Warthog isn’t meant to be especially survivable for people (though troop transport variants do exist). It’s designed to be a modular, utility/scout vehicle. It’s not an APC (we have the Mastodon/Mammoth for that), but it is extremely lightweight and easy to modify for almost any purpose.
Why does the UNSC use warthogs?
A warthog seems very exposed, and the covenant are no strangers to explosives that not only give out shrapnel, but also emit radiaton so it would make sense that that the UNSC would design their vehicles in a way that protects the passengers from those things.
