If the resolution of the render is 1920×1080, then the HDRI’s horizontal resolution needs to be at least 1920*(100/14), which is just shy of 14000 pixels. But of course you may want to zoom in a little, so I’d say that 14000×7000 is the bare minimum for any HDRI, though you should rather try and find something bigger.
