Does Dead Reckoning work with Vaal summon skeletons?

The dead reckoning cobalt jewel states that “with at least 40 intelligence in radius, summon skeletons can summon up to 15 skeleton mages”. This is not happening with either vaal summon or regular summon skeletons. It does not summon mage skeleton types, and it does not allow to summon up to 15 of them.
