For applying dry, the Derwent Inktense Watercolor Pencils are nothing amazing. You have to push down pretty hard to get a lot of colors out.

The best surface I’ve found for using Inktense is cold press watercolor paper that has a toothier surface than Hot Press. It’s called Not surface in the UK, where Inktense are from, as in “Not hot pressed.”

Use dry Inktense Pencils (no water) to add the final linear details – especially in the foreground grasses. You can layer Inktense without smudging or lifting previous layers. Start with the lighter colours at the bottom before adding the darker colours over the top.
